The challenge of the energy transition

Spain’s building stock currently accounts for 30% of final energy consumption. Accordingly, there is a significant potential for savings and the incorporation of renewable energies. The Sustainable Development Goals and the 2030 Agenda have highlighted the need to reduce carbon emissions and improve the energy performance of the building stock. Significant national and European Union (Next Generation EU) funds have been made available to support these measures. The Ministry for Ecological Transition and the Demographic Challenge, through the IDAE (Institute for Diversification and Energy Saving) will coordinate and monitor aid programmes such as PAREER, PREE, managed by the Autonomous Communities, the direct beneficiaries of the same./p>

The regulatory framework

The regulatory framework for improving the energy performance of buildings, aid for energy renovation and the environmental impact of each company is becoming more extensive and specific every day. Some of the specific laws are:

  • Agenda 2030 Sustainable Development Goals
  • Royal Decree 732/2019, of 20 December, amending the Technical Building Code, approved by Royal Decree 314/2006, of 17 March
  • Royal Decree 390/2021, of 1 June, approving the basic procedure for the certification of the energy performance of buildings
  • Royal Decree 56/2016 of 12 February transposing Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy performance as regards energy audits, the accreditation of energy service providers and auditors and the promotion of energy supply efficiency.
